ATV’s on Public Roads in Billings?

I noticed an ATV driving through downtown billings the other day. I thought, hmm, he must be going on a rebellious joyride on city streets. This happened a second time which got me curious. Then I pulled into a Walgreen's yesterday and noticed an ATV with a Montana license plate. I immediately Googled and found out ATV's are street legal here.

I am so excited I can't wait to head to Arkansas and pick up my ATV. I've always wondered, if motorcycles and mopeds are street legal, why not ATV's?? In Arkansas, you would be pulled over for cruising on a public street, same as anywhere else I have lived. Thanks Montana!
